Anayasa gere\u011fi padi\u015fah\u0131n yan\u0131nda halk\u0131n se\u00e7mi\u015f oldu\u011fu vekillerden olu\u015fan Mebusan Meclisi olu\u015fturulmu\u015ftur. Olu\u015fan bu parlamenter sistemde kanunlar\u0131n y\u00fcr\u00fcrl\u00fc\u011fe girmesinde son s\u00f6z\u00fcn padi\u015faha ait olmas\u0131 ve padi\u015fah\u0131n meclisi a\u00e7ma-kapama yetkisinin bulunmas\u0131 me\u015fruti y\u00f6netimde mutlak\u0131yet rejiminin \u00f6zelliklerinin korundu\u011funun en \u00f6nemli g\u00f6stergesidir.<\/li>\n<li> I.Me\u015frutiyet&#8217;in \u00f6mr\u00fc fazla uzun s\u00fcrmemi\u015ftir. Meclisteki az\u0131nl\u0131klar\u0131n olumsuz faaliyetleri ve 93 Harbinden dolay\u0131 II.Abd\u00fclhamid meclisi kapatarak eski y\u00f6netim \u015fekline geri d\u00f6nm\u00fc\u015ft\u00fcr.
